Renaming Army bases linked to Confederates could cost $21 million, commission report estimates

I'm just astonished by the fraudulent things they are identifying as requirements to justify the costs; e.g. replacing business cards...ummm...really, they're joking right? But I do find the recommended names and the history behind them very interesting.
