SFC Casey O'Mally - I don't believe that. I believe it was always there with some folks, and Trump pushed it with his "fake news" BS. He constantly denigrates any agency that has not bowed down to him. And even some that have.

MSG Stan Hutchison We have public servants in just about every institution who have decided to become public speakers. Yes, to include the military.
When that happens, the public's faith in the institutions those public servants work for erodes. If Gen Smith or Deputy Director Johnson or Doctor Jones decide that serving the public means publicly endorsing or vilifying a political candidate - or worse, decide that public service is a means to personal gain - then it is understandable that people are turned off.
The spotlight is harsh. Very few can stand up to both the heat and the ability to expose even minor flaws. Currently it is the DoJ in the spotlight - and they are not faring well. Before that it was Fauci and Health. Before that it was Defense, State, ATF, Education, USPS, CIA, NSA, Homeland Security, and/or HUD. Each has had their turn, and none have walked away clean.
And the last few Press Secretaries - under both Trump and Biden - have only made matters worse with their lies, spin, and/or refusal to answer legitimate questions.
It used to be that we knew there were occasional bad apples. But we trusted the institutions AS INSTITUTIONS to mean well and try to do right. Admit mistakes, hold bad apples accountable, and have a commitment to serve. And I honestly believe the rank and file still fit this mold. But the leadership has gotten too political. They refuse to admit when they screw up - even when we can all SEE that they screwed up. If they absolutely cannot deny something went wrong, then it is immediately shifted to someone else for blame. It isn't even finding a patsy down the chain somewhere, it is finger pointing at everyone else in a big ol' circle of "not my fault." Point in case, the Afghanistan drone strike during the withdrawal. No accountability- not even a true apology. Just a "whoopsie."
This isn't about Trump or because of him. Yes, he exacerbates the problem. But the rot has been there for a while now.

Small-government conservatives will always be the quickest to point out government overreach and malfeasance. And big-government liberals will be slow to condemn these "needed" institutions. That doesn't mean that what the conservatives are saying is wrong, or that pointing out the missteps is necessarily a partisan action (although it mot definitely *can* be). On top of this, bureaucrats, especially politically minded ones, tend to do what it takes to protect their fiefdoms, which would include discrediting attacks against them, shifting blame, and/or counter-attacking. But this does not necessarily mean that the agencies are actually blameless (although it certainly *can*).
DoD has only recently started coming under fire - and the outspoken "leaders" have only recently started speaking out, at least in a partisan manner.
Same for FBI and NSA. They were the darlings of the conservatives right up until President Obama. And there was DEFINITE politicization at the top, there, during that administration.
And again for Fauci. He was the head of NIAID for 38 years. All of a sudden during Trump's administration, he became a public figure, constantly criticizing the President, and pushing Democrat wet-dream control tactics. He was not a target of Conservatives until he came out as a partisan hack. Almost no one had anything bad to say during SARS, the smallpox scare, the HIV epidemic in the 80s, (yes, he has been around that long) or myriad other outbreaks he was in charge for.
