Wouldn't be surprised if that is an accurate percentage. Everywhere, everyone, trying to cheat customers/clients in some way, more than usual, if they can get away with it.

Read something months ago that the spam callers want to record the voices of people to use in that way.
I don't answer any calls without the caller I.D. of someone I know, or who I know has a reason to be calling.
