Up top, this sounded like a lot of BS as fining people would be way outside any authority any financial transaction service has. I am glad 1SG (Join to see) posted the article from Reuters to show that PayPal did indeed state that this was included, erroneously, in their policy statement. Absent reading the actual policy myself, I would not believe that to be the case. Also good to know that part of the policy was retracted with prejudice and the PayPal CEO is likely having a piece of someone's ass for ever including that in a policy statement. Still, I find it hard to believe PayPal, or any other financial transaction service, would be able to pull off "fining" customers for something entirely outside their purview.

One big lesson here is to read those terms and conditions closely. I imagine that would be the only legal recourse they would have taken to court ... that the "fining" policy was part of the terms and conditions people actively agreed to for using their service.
