The risk to drinking water on military posts/bases has nothing to do with climate change. It has everything to do with the crap they let into the water such as Firefighting foam. It contains numerous toxic chemicals to include forever chemicals which do not break down quickly and stay around for a long time. They have been linked to a variety of chronic and disabling illnesses and conditions, especially cancers. This has occurred at various military bases around the world. The military needs to clean up after themselves.
