I wonder if you would be charged by miles driven ?
I didn't see in the article, would there be any issues for people with medical devices like implanted pacemakers/defibulators.

You are a thinking man. There are always secondary/unintended consequences, some could be for humans like you indicate, some could be for animals. These NEPA issues should be reviewed in the project's environmental documents/clearance.

A standard has been set for payment with the taxes charged per gallon of gas or diesel if they intended to or not. Any charges should be equal, we all believe in equality, don't we? :) They could probably calculate how energy it takes an average car to drive a mile and divide and be able to come up with a value for tax money per mile; and then use use the same principle to determine how much to tax a KWH that an EV uses for the same mile. That would be the fair way to do it, but I wouldn't hold my breath because we all know EV's aren't paying their way right now, they are being given a free pass... but is it fun thinking how things should be done.
