My main problem with the article is the whole federalization of police forces. So you want to hand more control over to the Federal Government, who has shown themselves incompetent at the best of times.

I know it is a touchy subject, police should be able to defend themselves. Now having said that, I do think that police should just use their taser more instead of going straight for the gun first. It is true that if you feel you are in the right and even try to much to argue your point more charges. There are some great cops out there, but it is a lot of bad ones. I do think a lot of the problem is training. In some states all you need is a 2 year degree form a committee college, and no police academy needed. I think training for police should be a more standardized nation wide.

I know a police officer that in 24 years has never needed to use his weapon in the line of duty. His goal is to retire that way. He prefer to deescalate situations and is very good at it. Last year he spent 3 hours talking down a armed and unstable man. He got 30 seconds on the news.
I believe, too often, police a urged to end a situation quickly.
