In Ukraine? The country has a corruption rating that is tied with Mexico and only a point better than Russia. That says it will be bad.
If you have read "Merchant of Death" about the recently released Viktor Bout, Bout sourced a lot of his major military items from Ukraine.
If they sold their stuff for profit, they will sell our stuff for a buck too.
