Well, they thought it was a good idea at the time, they just didn't fully comprehend the peoples appetite for liquor.

It created a black market that made some people very wealthy (the Kennedys for instance)

Lt Col Charlie Brown - yep, and Joe Kennedy get wealthy, rich, becomes and makes political gains, Al Capone does the same and goes to Prison. Granted Al did use violence Kennedy may not have but their wealth both came from illegal booze.

Dawson County GA was a large producer of moonshine. Each October we celebrate that history with the Mountain Moonshine festival. We have on display some of the old moonshine hauling vehicles as well as race cars. At the City Hall we also have the Georgia Racing Hall of Fame and a moonshine outlet where you can taste and buy moonshine legally.

In class I always taught, at 18 you can vote but not drink = 18th amendment. At what age can you drink? 21, which is the 21st amendment. No alcohol = 18th, Alcohol=21.
