This isn't anything new. The following states allow foreign nationals to work in law enforcement:

CA, CO, HI, LA, ME, ND, OK, UT, VT, WA, & WV. MD & TN allow foreign nationals with US military service to be cops, and TX tried to pass a bill in 2019 to do the same.
