You could Publicly Burn people at the Stake who shoot others and I do not think it would stop mass shootings. You have to have a mental issue to shoot others based on an insult, their race, ethnicity, or any other perceived slight. Red Flag laws and background checks of themselves are a start but also will not stop every mass shooting.
