I was a START 1 Inspection Team member. Not on the travel end, I was on the team that escorted Soviet inspectors when they came to inspect our Minuteman sites. Big difference from then to now is that both sides were enthusiastic about participating. From all I see and read, Putin hasn't complied with any of the START provisions for quite a while. The thing to remember is that the Soviets were eager to participate in START 1 because they were falling behind and they knew it. Neither side has done much to modernize since all the treaties, but you need to understand that the advantage we had still exists.
