It takes a lot to warm that size body of water, unless the data center is on site I have a hard time believing it would be cost effective.

I don't think they have to be on site but reasonably closely located.

At a previous organization I was at, their data center was primarily cooled by a man-made lake that was located about a half-mile from it (long underground pipes and a pumping station) and TCO costs over traditional thermal cooling was at about a 20% cost savings.
