Somehow I suspect a senior officer asked him to access information he shouldn't have had access to...and then because he is young and stupid, he put it out there.

BTW, I am not excusing his behavior, just trying to figure out how and why of it. He needs to be punished and if there was a senior officer somehow involved, that person should be found and punished as well.
