Lt Col Charlie Brown: It is totally broken, biased and must be revamped completely with competent, non-partial and unbiased people. Include the IRS and Home Land Security in that as well. Who should be placed in executive positions within those Agencies........WHISTLE BLOWERS! They demonstrated their value, integrity and consciousness by coming forth with the truth knowing they would lose everything. That, in my opinion, are employees who will run those Agencies properly and get rid of the bad guys to clean house and they will know who they are!
