Pretending that he cares for workers is just another pandering attempt. Guys that work in the heat know how to deal with it, how often to take breaks, how much fluid to drink and how to cover themselves.
OSHA, and any other safety organization can't police every jobsite, so stay the hell out of the employers space. They have safety guys on the ground that will make sure people are taken care of.
If someone falls out they get care. You really can't do anymore except bankrupt the company with frivolous lawsuits if someone does get heat related illnesses.
