It has worked that way in the field artillery forever. The end of the day is that the NCOIC certifies with a crew and is capable of traversing any weapons crew within that platoon, even when transfering platoons it should only require that the NCOIC be given time to validate and go over safety protocols.
If they have changed practices I would question why as it worked for as long as I can recall. The NCOIC should be well versed in each role on the weapon system and be able to lead and command a crew.

What you're saying is what I saw t be true. In this piece they are saying "the entire crew is considered unqualified and must re-qualify together once the crew is made whole". Something just doesn't sound right to me.
