It's not a city council's position or a state position. In the SCOTUS decision to not take the Ninth Circuits Martin v. Boise decision up. In other words the SCOTUS in not taking the 9th Circuits Martin v. Boise decision under consideration when submitted meant the 9th 's decision holds. and that decision is:
People experiencing homelessness, the Ninth Circuit Court of Appeals said, can’t be punished for sleeping outside on public property if there are no adequate alternatives available.

The 2018 decision in Martin v. Boise the Ninth Circuit agreed that prosecuting people for sleeping or camping on public property when they have no home or shelter to go to violated the Eighth Amendment’s prohibition on cruel and unusual punishment.

Want to solve the Homeless situation then build more affordable housing as that is the only way to address the situation . It's not a Partisan issue except that neither party makes building affordable housing a top priority. The dems work harder on the issue then republicans but neither side is getting the job done.

There will be bodies on the streets...I hope they understand that! Sleeping on the street in Central America or Mexico is not like sleeping on the street in the US northeast and other locations.
