Something is off with this. Is Austin a non-entity at the White House? Or was he transitioning and wanted to surprise everyone?

A seasoned military leader knows better than this...my take-away is that the SecDef's boss is irrelevant to the point he didn't have to be notified -- regardless, still not a good thing
