I was with 22-MEU and we turned over to 24-MEU (the one that rescued Capt Scott O'Grady). We had to do workups and train together, but if you have SOPs, relieving should be a simple matter. In our workups we trained to be MEU(SOC) capable. Did the MEU(SOC) standards change between 22 MEU and 24 MEU?
As S-2 of a Composite Squadron, I was involved in mission planning but my involvement was indirect. I supplied the planners with information and answered questions they might have. It's their job to come up with the plan. The mission planners decide how to go in based in part on inputs from the GCE and ACE. Together, they hash out the details of how each will support the mission.
Having a ship come in to a CSG and relieve another should not really be that big a deal. There should be SOPs in place and I think the Standard SOPs for relief would still apply even though that ship didn't work up with the others in the CSG. Each ship knows what it is capable of and based on what each brings to the fight, the Commander of the Carrier Strike Group can formulate his strategy. My perspective, however, is that of a junior officer and I don't always get to see the big picture, so if there are some of you involved in OPS planning, COC, or who commanded ships, please weigh in.

I'm a Submariner, so we trained to operate independently. I would have expected that during something like RIMPAC or whatever the Atlantic version is, that ships not in drydock or otherwise broke dick, would have operated within battle groups. I would think that station keeping and other maneuvering type situations would have been taught to commanders and OOD's to be able to fight the ship with whatever group they would be assigned to, so this kind of strikes me as strange.
As long as you can follow the orders of the group commander and can turn with the group and not cause a collision with another boat, it already should be plug and play. They don't turn a green commander loose on a warship without knowing how systems work or how a battle group operates. Even if there is a greenish commander, there are a bunch of officers that haven't turned over that do know how to fight the ship, so this is a little concerning.
