How about bringing back Specialist Ranks with combat arms getting an extra $500 a month (Proficiency Pay similar to the Defense Department's “foreign language proficiency pay” program) and Combat Arms NCOs having legal 'UCMJ control' over Specialists assigned to their elements, teams and units.

A little more money for qualified soldiers isn’t a bad thing. I remember when I was a Spec 4 at NTC one time with nothing better to do we added up the hours we worked and divided it into our pay and found we were getting $1.75 an hour or something like that. :(

Money is not the only reason recruiting is faltering! Nor can it be blamed for the lack of equal ethnic representation among those recruits.

Good evening SFC (Join to see). Excellent post. Thank you for sharing this. This is alarming. I still recall when I used to be on active duty, my team leader would give me a hard time about not completing my SSD1 course. I guess this is the new Army now. I think that Retention Control Point was one of the many worse things the Army came up with.

I don't know what to think. That soldiers were allowed to slide and not attend mandatory classes is just so foreign to me. Soldiers just aren't ready to accept and take on new responsibilities without going through this education. The education itself is transformational. I have no idea what the Army Leadership is thinking. I am at a loss.
