The mixer is an ingenious design that blends pitch and roll inputs and provides feedback to the pilot and supplies the blended inputs through mechanical linkages to control the hydraulic actuators that move the control surfaces. Amazing to think that this plane was designed with slide rules.

Saying it was built underbudget is rather vague. I would also point out that Oxcart took the biggest hit in budget and overtime.
