Colonel, most likely. Ironically, He can afford to loose at least one star. He can be easily replaced as well. :-<

Seems like a pretty dumb move for someone with his experience and rank but not necessarily something new. I can recall a one star Division Commander getting busted for something similar back in the early 80s.
