First off, I never looked at it as a “deduction” so much as an entitlement they don’t qualify for.
Do we say that we are deducting BAH from soldiers’ pay when they live in the barracks?

That said, 100% of the money not spent on BAS need to be spent on food, until they run out of need for that food and the rest can go to DFAC specific maintenance, upgrade or new construction.

This problem has always been there.
Every time I was at Campbell, between 1997 and 2008, at least half the DFACs were closed, and not because of deployments

Except that some BAH does go to those living in the barracks--it's just a significantly smaller amount per month; which of course gets deducted in full because that's how living on base works whether you're in a barracks room or living on post with your family.
