To be fair, Congress did create it as an independent nonprofit corporation, not an agency, office or commission of the gov't, so you can understand the confusion.
Also, it was not running with "no oversight" from the executive.
The board was comprised of the SECSTATE, SECDEF, president of the Natl Defense University, (or their designee) and 12 other members, all appointed by POTUS.
And as it was chartered by Congress, it requires Congress (where the GOP holds the majority) to shut it down, or roll up whatever you're keeping somewhere obvious like the State Dept.
So, marching in to shut it down and send everyone home, rather than handing it off to Congress was the wrong way to do it, again.
