SrA John Monette is correct that this wasn't about Governor Mills. This action is referring to the University of Maine System (UMS) being (or attesting that they will) in compliance with Title IX.

Governor Mills, the Maine Department of Education, etc. haven't changed in their view/stance and I expect that there will be more confrontations between the two administrations.

SrA John Monette - It's the power of the purse. Very few states that are ideologically opposed to Title IX (after reverting to the 2020 implementation when the changes were struck down in the Courts last year) will choose to forgo the Federal funds that would be withheld.
