Trump says he didn't sign the proclamation, but rather someone else took care of it.
White House communications director Steven Cheung later tried to clean that up by stating
“President Trump was obviously referring to the original Alien Enemies Act that was signed back in 1798,”
No, that's not really the obvious conclusion, given the context of the question Trump was answering.
The obvious conclusion would be that Trump was referring to an autopen signature, but since they are trying to use the autopen as an excuse to void Biden's pardons, they can't really say that I guess.

Or, he was confused and forgot. Or more likely, he's just lying. He has no desire to answer the judge's inquiry, so he just blows it off with his "distancing" tactic that we have seen dozens of times. He's forgotten whole people who actually worked for him!
