Several things that should be noted here:
-Biden's act that shut down these two patches of public land represent about 0.1% of all public land.
-The Ruby Mountains, according to even this article, "contain no known oil and gas resources," so, not sure how it hampered energy development.
-Under both Trump and Biden-Harris, US oil and gas production surged to record highs, despite very different energy goals.
