Most of the space hardware is said to be cluttering up the thermosphere and exosphere. I don't know in what layer all of Musk's hardware is located.
Of interest is where U.S. and Russia intend to locate the armed missile arsenal of the supposed space partnership that is aiming to put them in orbit. That was outlawed by agreement, until both nations violated the agreement.
How is China or any other nation ever going to get past all that to the moon? Russia and U.S.A. haven't been back. Do they not want to recognized China as a major partner in off-earth exploration?
Maybe peaceful teamwork is the answer instead of increasingly cluttering up earth's atmosphere.
Maybe the UN should be used as intended so there is transparency about how life on earth is affected, by what nations want to do, so that not a few nations compete with one another to be gatekeepers to space exploration, and the ethics of how it moves forward?
Otherwise all the armed might and science at our disposal, used as threats and competition for dictatorial control, does not bode well for anyone unless it works for everyone.
