If true, is anyone shocked that the money isnt being doled out as needed? I get the organizations need to be prudent, but things are never done with any urgency or care for human suffering.

Of course. That's how these things work, even with U.S. Government charity. Say that USAID allocates $100M for a road in Indonesia. They send the money to an NGO with Senators from both parties on the board. They scrape off $70M for themselves and award the other $30M to a construction company owned by the brother of the president of Indonesia. The road gets built, but it's dirt, and cost $50,000.
