People have been weaponizing the system with false accusations for years, because there were no consequences.

I can't say how widespread that problem was Army-wide, but in my corner, I saw it every time folks were up for promotion to COL or GO, they would immediately get flagged for investigation, of what turned out to be baseless claims every time, delaying their promotions 6-12 months.
Also saw it frequently used as retribution, if a Soldier received a negative appraisal in a T32 or SAD job, they would immediately counter with a baseless complaint, either out of vindictiveness or the misguided hope that the supervisor would reconsider.
