Sounds like the Delta pilot may have panicked - just a little!

Correction... SkyWest Pilot.
He mentioned they "Don't have radar there and everything is done visually".

Digital Airport Surveillance Radar (DASR): Minot AFB received an upgrade to a new Digital Airport Surveillance Radar (DASR) system, replacing their older radar system with the newest digital technology available. This system provides air traffic information not only to Minot's local airports but also to Ellsworth AFB, S.D.
Dakota Air Traffic Control Facility (DACF): Minot AFB is also serviced by the Dakota Air Traffic Control Facility (DACF), a new radar approach control facility (RAPCON) that controls both Ellsworth and Minot Air Force Bases. This is the first non-contiguous, co-located RAPCON in Department of Defense history.
In summary, Minot AFB is equipped with a variety of radar systems to support its military operations and contribute to air traffic control and weather monitoring in the region.

Minot International Airport does not have its own radar system for air traffic control. The airport relies on coordination with the nearby Minot Air Force Base for radar coverage and separation. From other reports I read, it sounds lke the Air Traffic Controller gave confusing information to the pilot... Perhaps he didn't panick...

I have zero problems with what occurred. I'll take a pilot serious about passenger safety any day and who's honest and up front about it. Its quite refreshing.
