Hmm...Oregon has had a plan like this since 2005 for disturbances and natural disasters. It also includes Infantry units depending on the size of the disturbance or disaster. Its been revised several times over the past 20 years.
So MSG Stan Hutchison , was I a "brownshirt" for Trump back in 2005/2006? Or was I a facilitator for "brownshirts" under Obama and Biden while part of the Joint Domestic Operations Command?

Most if not all states do. And 10 years ago there were MPs in the guard (or reserve) in something like 20 of our states, with 4x companies alone (a full battalion) in D.C. Now, that's a little out-of-date - I don't know the precise force laydown now.

A better question would be, how many (significant) civil disturbances have there been in the US since, say, 6 January 2021?? Wikipedia lists only 10 in the whole country - no more than... well, what we've seen since say the Vietnam War. So - where's the demand signal here?? Initial reports say that there were 7 million or more people out on No King's Day 10/18 in thousands of locations - some are saying the largest national protest ever in our history, and there were very, very few arrests. (I read there were 6 arrests in all of Florida, for instance.) Many of those who were arrested, were MAGA counter-protesters. I know of no police department in any city that has said they would have needed a military QRF.

COL (Join to see) You're avoiding the fact thats quite a few states already have these in place. How many civil disturbances were there in Oregon back in 2005/2006? Zero, yet we created and designated a QRF as a contingency. Thats blue controlled Oregon doing on orders from a democrat governor.
Have they been used with all the antifa crap over the past several years? Not in Oregon because antifa is the military sect of the de.ocrat party and democrats control all aspects of Portland.

From what I can tell, FLARNG have no MPs, but we do have a full (52rd) BCT. My guess would be they'd give them that mission - for one of the battalions to assume now, and then potentially start a rotating tasking.

"The goal is to have the National Guard quick reaction forces operational by Jan. 1, with units setting aside an additional five days of training. The memo states that five-day courses are available in October, November and December."
So... 23,500 are going be trained, before 1 JAN, in just 5 days training per Soldier. We're 30 days in... how many trained so far??
