Unfortunately there are too many pieces of that puzzle missing to be able to make an intelligent analysis. What kind of gun is it? Was it in a holster? Where was he carrying it?
Carry-stupidity isn't limited to neophytes. Even the "pros" get caught too. A year or so ago, an FBI agent in Denver got carried away with his dancing, lost his pistol, and he "accidentally" pulled the trigger as he was picking it up.
Carrying a gun brings a tremendous amount of responsibility with it, and the person must be very careful and deliberate with it.

Why not, people go to jail for all kinds of stupid acts that don’t even kill anybody. Mainly for negligence of a child.

I'd like to know what kind of gun it was. It's unusual for a modern gun to fire just from being dropped. That being said, it's pretty stupid to be wrestling around with a toddler while carrying a loaded firearm.
