There's a long road ahead for this. Yes, the contamination is being found on bases, but there are many other sources outside the gate that contribute also. Of course, the first lawsuits will o against the DOD because that's where the money is, but others could also be proven liable and it will take a while to prove, as well as determine the share of responsibility.
Since I was stationed in the LeJeune area for many years, my kidney cancer has been credited to the contamination there. The VA has assigned points for the residual effects of the loss of the kidney. Fortunately, neither my wife nor my children have suffered any of the maladies assigned to the situation, but all have been registered on the Lejeune database. In the event they should come down with one of the diseases, I understand we will be reimbursed for any medical bills prior to the VA determining it was due to LeJeune, and then treatment, if available will either be provided by the VA or paid to civilian providers.
From what I have read, the potential of problems being passed on to my grandchildren has not been ascertained, but, as I said, I feel the outcome and any decision is far in the future. Of course, having to fight the good fight on behalf of my wife, children or grandchildren is not a battle I wish to be involved.
I can't really throw stones at anyone for the original use of the chemicals in question. There was no evidence of the toxicity when they were introduced for use, but I will condemn any attempts on the part of the DOD or civilians if they try to escape responsibility if the evidence, courts and logic assign that responsibility.

O yeah when it rains here the mining companies that dig in my County reilly let the chemicals flow so much. The streams and river turn white. But at least a little of Spruce Pine N.C. has the best quartz in the world. There's a little of our County in every Computer are phone that's built. If you don't believe me do some fact checking.

Well I have lived her in the Appalachian Mountains of Western North Carolina. And A lot of people around here die of cancer including my Mom and Dad. Our water comes from the North Toe river. Which runs out of Avery County. Which is considered the Frasier Fir capital of the world. That means all that spray they use on all the Christmas trees runs into that river. From Avery and my County Mitchell. All that water has to run down hill somewhere. And Ft. Bragg and Camp Lajeune is down stream. And Mitchell County is the Mineral City. We have KT Felspar, Zemex, US olivine and several other big Mining companies that use chemicals that they let run into the same river. And this is just a few things I know about. So draw to your own conclusion.
