It just goes to show that nothing has really changed since the early '80's. All procurement reform has done is drive up the cost of procuring items, forced the end user to procure items that do not meet your needs because they are from a "GSA" approved source, and increased the amount of paperwork needed to procure equipment. This also goes to show the "use it or loose it" "system" of budget "control" and the inability to transfer funds from one account to another where it is needed most needs to be re-evaluated.
