The problem is you have only one of two options in facing an enemy that:
1. Has absolutely no issue with brutally assaulting, or killing people that provide even the slightest voice in opposition.
2. On the contrary believes there is a moral imperative to kill anyone that violates any of the strict rules of their understanding of their faith.
There is no amount of negotiating that will make a difference, because they are morally opposed to negotiating the things we understand as human rights violations. In their minds, there are no human rights that supercede their ideological imperative to impose their personal moral perspective. I find it amazing that so many have difficulty grasping this simple concept.
