Afghan War Stalemated After 15 Years: Top US Commander

Just who is the enemy and how many are there. Do they have superior war machines or better fighters? Finally, if we fought a war without tying the troops hands would we be stalemated? Very similar to our actions in Vietnam and unless we take positive steps to change potentially the same results.
