The same can be said about male commanders, not all Generals are meant to command. That is why many are limited to Administrative Staff positions based on their performance. Can you guarantee that any, male or female is going to be the best person for the job when your guarantee could cost people their lives? Unfortunately, many people think that leaders are made. I happen to believe that leaders are born and only improve through training.
