For crying out loud this is ridiculous. People go into jail without proper attire ALL THE TIME. More times than not when I dressed out a newly arrested inmate, they didn't have many clothes on them to inventory and store away. Many jails also have a policy where mug shots in correctional uniforms are not to be released to the public. So jails all over usually have very large cover shirts to go over uniforms for a picture.
