Texas was having a rape problem so they encouraged more women to obtain concealed carry licenses.
For some reason rapes started dropping rapidly. I believe it was around 40%

I'm sure the system will weed out the ones who aren't 100% serious about carrying, But they may want to consider any typeof "use of force" and "threat id" training. If you carry it doesn't automatically make you "Johnny Law" so, understanding and identifying legitimate threats will be a potential catastrophe that will get a program like this benched as soon as it begins.

Once watched a video of a lady outside a Walmart gun down a man running away from her, over a stolen purse. Definitely not justified.
Having a gun does not mean you are God. It's important to remind people of that before handing them the ability to swiftly and efficiently take a life.
