"Foreign Actors" are involved in US riots? That raises an interesting question: If a foreign agent is caught inciting or participating in an attack on sovereign American soil (assuming evidence is sufficient to prove the point), could that rise to the level of a casus belli (a justification for war)?

I would think the government would have to prove the “foreign actors” were in fact 'foreign agents' acting on behalf of their government. I suppose that could get messy.

Not based on this story. There will need to be some actual information, the video is speculation, finding objects but not knowing who placed what where.
