This is a problem across the branches.
Congress knows the price range to keep aircraft readiness at 50, 60, 70, 80 and 90%, and they are getting about as much as they resourced in the last few NDAAs.
And I say "about" because CRs actually pay out less than a budget, and filling out the rest of the amount between JUL-AUG every year doesn't do much to catch up on a whole year of work.
