Unacceptable. Is this an effect of a bloated bureaucracy that only slows EVERYTHING down? Shouldn't there be/Couldn't there be a much more streamlined way for this?

I thought this had been privatized and was being done by a for-profit contractor

Not surprised at all. They are always looking for background investigators and they clearly need to hire more. But you know... budget cuts from the last administration and all.

SMSgt Thor Merich bureaucracy at it's best. Fill offices w/ people, outsource, and then try to come up with excuses when the system fails.
