Air Force wants cyber to have impact, tools measuring how hard it can hit

The article brings up some valid points, what is the BDA? I recall from the days of Viet Nam when the big boys wanted a body count, how do we measure the effectiveness of cyber weapons? IF and when we employ offensive tools, how can the bean counters tell if the effort has been worth the cost?
