Things happen, my brother and I were detained by the border patrol one night back in the 90's while I was on leave coming home from a family function in Quebec. We were in suits (very intimidating) and when the guy asked if we had anything to claim I told him all we had was a big bag of home made curd cheese. Next thing you know we're in the guard shack getting the third degree, the car is getting torn apart and border Barney is having a melt down over how much to charge us in tarriff for the cheese curds. Then he was having a fit because I was active duty and had gone to Canada(we always had gone up to see our cousins with no issue) 3 hours later and $2.00 poorer we're heading home. My brother would look over at me every few minutes and say "hey Dick, I'd say yeah, he'd say glad you claimed the cheese bro".) Fricken laughed all the way home. Not quite as good as scaring folks into a closet but funny.

I live in RVA and never heard this. Of course half the folks who work in Carytown are stoned most of the time.
