Most gun owners I know won't tell you how many firearms they own so it has to be a guess. You would have to go back to every manufacturer and count every weapon ever built to get a good number.

More than likely they are going off NCIC/SCIC numbers run. Minus states where a valid permit bypasses the check, it is a good estimation.
