I do not think that the numbers are outside the norm. If you take a look at the numbers presented, they are not representative of the same time period scales; one is over an 18 year period, and one is over what appears to be a one year period.

What is worse - the AP (Associated Press) continues with a 'Blame President Trump' narrative. Interesting that it does not fit the facts of the actual timeline.
The program was closed prior to President Trump even being elected, much less him taking office and the press tries to blame President Trump.
MAVNI program suspended and defunded as of 24 June 2016,
2016 Election held on 8 November 2016, and
Donald Trump takes office on 20 January 2017.

Pawns or some that are looking for an easy path?
Some of the information presented leaves some big if not giant gaps in parts of the story. The nursing student part of the story smells like dung.
