If I understand this correctly, two on duty male officers went to one of their homes, while on duty, and without explanation.
The off duty, married, female officer met them there at 0100.
One of the on duty officers fired a round from a handgun into the chest of the female, killing her.
The claim is he "mishandled" the firearm?
Mishandling the firearm is not even a question for me. Why did you have a firearm drawn, and why was it pointed at the chest of the female? Those are my first two questions.
Negligent discharge? Really?

Accidentally discharged? I got a slew of firearms in a safe and not one has accidentally fired itself.
