Are AI Professionals Actually Unwilling to Work for the Pentagon?

This has been an ongoing question for some time.
This was even reported about in conjunction with recruitment and retention. It wasn't too long ago that there was a proposal to have a mixed military/civilian career path where you could mix the two. I just do not remember what that proposal was called.
